January Throughput at Port of Los Angeles Declines 12% Amid Soft Demand and Policy Uncertainty

The Port of Los Angeles recorded a 12% year-over-year decline in total cargo volumes in January. Imports declined by approximately 13% year-over-year, and exports declined by 8%. The number of empty containers handled dropped by 12%, an indication of softer demand ahead in Asia for returning containers on the Trans-Pacific route.

Port of Los Angeles Executive Director Gene Seroka told reporters at the February 17 media briefing that there were several reasons. “First, we’re comparing January to 2025 elevated numbers when importers were scrambling to get cargo in ahead of tariffs. Second, inventories remain slightly higher, reflecting the earlier cargo surge and a more cautious restocking pace. Finally, U.S. trade policy continues to keep everyone on edge,” he said.

March volumes are expected to dip in line with the typical post–Lunar New Year slowdown however, first quarter volumes are expected to decline by less than -10%, according to Seroka. “I don’t see the economy or cargo volumes dropping off a cliff after that,” he said. 

According to Seroka, trade from Southeast Asian countries such as Vietnam, Malaysia, Cambodia, Indonesia, and the Philippines in 2025 helped offset the loss of trade with China, which he said was at 60% but is at “40% and still dropping”. The Port of Los Angeles recorded its third-best year in 2025, handling 10.2 million TEUs.

Following the decision from the U.S. Supreme Court decision which struck down the IEEPA tariffs, the Port of Los Angeles released a statement noting the lack of clarity and uncertain process of refunds for tariffs that were implemented.
